Not more than 1% of the population believe that extending the country’s pension reform started in the interests of ordinary citizens. The absolute majority believes that the state and officials have once again fooled the people.

On the eve of the New year 2016 – December 31, 2015, the President of Belarus made the country’s inhabitants “modest gift” – the next addition to the pension legislation. He signed decree No. 534, entitled to a retirement pension by age, seniority, subject to the mandatory insurance period of 15 years and 6 months. Starting from 1 January 2017 insured for increases every six months. Today it is also 16.5 years old. And will grow up to 20 years. And this despite the fact that the insurance period is not included professional education (vocational schools, University, etc.), service in the army, as well as maternity leave.

Recall that in neighboring Russia and Ukraine, the minimum insurance period is 15 years. In Russia in these years include practically all: military conscription; the period of temporary disability or receiving unemployment benefits; participation in paid public works and period of relocation or resettlement in the direction of the state employment service to another locality for employment. Moreover, finding in military service at the call counts according to the formula “one day of military service during the two days of work” if the break between day of dismissal from military service and day of admission (admission to educational institution) has not exceeded one year. Representatives of the REP trade Union in connection with decree No. 534 has launched a national survey to ascertain the attitude of members of the independent trade Union REP, adult citizens of the country to the innovations in pension legislation.

During the sounding of public opinion, conducted in January 2018, the respondents, among others, were proposed this question: In whose interests, in Your opinion, is carried out pension reform?”. Only 1% of respondents (almost nothing) pointed out – “in the interests of ordinary citizens.” Many – 18% of city dwellers and villagers found it difficult to answer, i.e., simply left to answer. The overwhelming number of respondents – 81% said the benefit of officials and the state. Of these, 43% said the interests of officials and 38% of the state’s interest.

The results show that in the welfare state the people of the country not only believe in the care of the state about its citizens, but also specifically indicate the opposite excesses. Respondents specifically noted who in the first or second turn will benefit from increased insurance experience ordinary workers, which ensure a comfortable existence of the Legion of Belarusian officials, civil servants, deputies, military and police.

Among indicating compliance with the provisions of the decree in the interests of officials, more actively represented by men (50%), people aged over 50 (43%) and those with higher (23%) and medium (70%) education.

Among the reporting state, as the most interested party in the implementation of the decree, actively represented citizens in the age of 30-49 years and those with higher education.

However, the opinions of both the first and second groups of respondents – citizens of Belarus are United by one thing, the General judgment – “the state is not us…”.
